on the democratic side, why did harry reid go ahead with the vote when he didn't have to? harry reid and democrats get to spend the next ten days saying that republicans are mounting unprecedented filibusters against the secretary of defense, that they are rolling hand grenades into the senate and they won't cooperate with barack obama. is. >> warner: helps them make that point. mark, how does this look over tent gone to the folks are talking to you there there? >> it lookser the to believe people overseas. inside the pentagon they are consumed right now with the sequester. the looming $500 billionnd budget cuts. they don't need this monkey wrench thrown into the works. hagel has support in the pentagon but there's leeriness, he didn't do very well in his confirmation hearing and there is blood in the water and the they're moving inÑi for the kil. basically i think what's happening and what happened today is the sense that this is another ten days for drips, drips, drips that could send his nomination into a tail spin. but basically the military's professional. ash carter

reid let's it die in the senate. that brings me to today's f-bomb. well the gun junkie lobby has decided where to place the blame for gun violence in a society where it's really easy to get guns. it's at axis of scapegoats. let's look at the games first. yesterday, senator lamar alexander actually said that violent video games are bigger problem than guns. i'll never forget my first day in new york and i was in an alley israel and a raving manback jumped out and threw an atari 2600 q-bert game directly at my heart. countries with the highest video game consumption are really quite safe. is studies have proven that watching violent video games make children more aggressive, but only one country has this type of gun violence. it's got to be the violent movies. when is hollywood going to answer for all the make believe answer causing all the violence across the world. joe scarborough who i like has been going off on quentin tarantino and calling him a jack ass for releasing "django unchained"ded". let's

some republicans were upset that harry reid said he wasn't going to honor a hold. what you're seeing here from republicans is a play to make sure that they flex a little muscle so that the democrats understand that the president's agenda has to go through them and that's on guns, on immigration. i agree with david. i think this will get done but it's never great for a nominee to have to wait another week to hang out there and take shots from opposition. it's not a great place for them to be but i'm not worried that this is not going to get through but this is the flexing of the muscle by republicans in the senate for sure. >> okay. so hagel gets blocked at least for now. rand paul and others are threatening to block john brennan. susan rice didn't get to the nomination process. is this rocky road if that's how we want to describe it, david, does this hurt the president's credibility or at least his ability to get things done, a small distraction, should it become a smaller one? put it into the wider con tech in terms of what the white house want to be accomplishing

on abc over the weekend, harry reid pointedly would not commit to supporting an assault weapons ban. >> i didn't vote for the assault weapons last time because it didn't make sense but i'll take a look at it. i think everyone acknowledges we should do some background checks. >> reid said the senate would move the bill through the judiciary committee, it's unlikely to include a gun ban. though reid has said california senator dianne feinstein will have an opportunity to present the provision as an amendment once the bill reaches the senate floor. remember there's a whole bunch of red tape democrats want to actively cascade a vote against the assault weapons ban so they can show they are pro-gun. >> the super bowl ad new york city mayor's group ran in the d.c. market focused on one part of the gun control bills and that's the background check, one pointing out the nra at one time supported closing the gun show loophole. >> we think it's reasonable to provide mandatory, instant criminal background checks for every sale at every gun show, no loopholes anywhere for anyone. >> 14 years lat

the deal that we struck on the filibuster, we saw that harry reid and mitch mcconnell struck, is based in part, it expedites some nominations if they come from rogue individual senators or a handful, but it's based in part on a kind of gentleman's agreement that you're not going to misuse the filibuster in nominations in the same way. and if you see a filibuster of hagel in this case where there is a clear majority and more for his confirmation, and you know, think about this, we've got a sequester coming up, which could cause enormous potential damage to national security, you're going to keep the defense secretary from being in place to help to administer that. we've got a war going on. i think you'd have to, if you were in harry reid's shoes, begin to rethink what you're going to do with the rules. >> as an institutional scholar such as yourself, hearing that come from you carries a lot of weight. norm ornstein, resident scholar at the american enterprise institute, co-author of "it's even worse than it looks." thank you for being with us tonight. it's great to have your perspective
